These options are only available with the "Scale Video" Scale Type found in Video Settings:
Resize to fit - The video's aspect ratio is maintained (i.e. from the original capture) but increased in size to fit the target video size. Black bars are added to fill out the remaining space.
Resize to fill - The video is stretched to fill the target resolution, and centered. This may result in cropping.
